Huayang Road Subdistrict is located in the Zhongshan Park business district. It is bordered by Caojiadu to the east, adjoining the Jing'an and Putuo districts; to the west, it extends to Kaixuan Road; to the north, it reaches Wanhangdu Road; and to the south, it borders Yan'an West Road. The area covers 2.04 square kilometers and has a permanent resident population of over 67,000. The subdistrict comprises 21 residential communities and 4 work grids, with more than 30 buildings and parks, including Longzhidream Shopping Center, New Micro Intelligence Valley, Multi-Media Industry Park, and Debi Yiyuan. It hosts over 3,000 resident units, such as the Institute of Silicate Materials and the Institute of Microsystems of the Chinese Academy of Sciences.
Within the district, there are historical sites such as Zhongshan Park, East China University of Political Science and Law, Zhaofeng Villa, and the former residence of Louis Laguerre, which all boast a century-long history. The “Cohesion Project” micro-exhibition hall and the Louis Laguerre micro-exhibition hall have become local “check-in points” for party history learning. The historical and cultural blocks of Guyuan Road and Wuyi Road, along with the Haisu Cultural and Arts District, have been effectively developed, showcasing a merged community form that integrates six areas: residential, commercial, industry, education, historical, and artistic districts.
Huayang Road Subdistrict is the birthplace of the “Cohesion Project.” After nearly 30 years of exploration and practice, it has inherited and developed the “Double Four Hundred Spirit” of “visiting a hundred families, understanding a hundred emotions, solving a hundred difficulties, and warming a hundred hearts,” as well as “asking a hundred families for needs, resolving a hundred worries, gathering a hundred strengths, and fulfilling a hundred dreams.” This evolution has progressed from “understanding people, caring for people, and gathering people” to “gathering party members, gathering the masses, and gathering society,” and finally to “political cohesion, organizational cohesion, cultural cohesion, and service cohesion.” This continuous deepening has strengthened the political leadership, ideological guidance, mass organization, and social mobilization of party organizations, writing a new chapter in the "Cohesion Project" of the new era. On September 11, 2007, Xi Jinping, then Secretary of the Shanghai Municipal Committee, praised the “Cohesion Project” during his visit to Huayang, affirming it as “the typical project that has lasted the longest in Shanghai and has the greatest influence nationwide.”
Since September 2020, under the strong guidance of the District Planning and Resources Bureau and the District Development Office, Huayang Road Subdistrict has tailored the "15-Minute Community Life Circle" action plan to local conditions. The planning vision of “Spring Full of Huayang, Diverse Charm” has been proposed, coordinating spatial layouts to focus on creating five themed blocks from north to south: Suhe Huazheng Bay, Vibrant Zhongshan, Smart Dingxi, Tranquil Wuyi, and Artistic Haisu.
Over the years, the subdistrict has received numerous national honors, including “National Advanced Grassroots Party Organization,” “National People-Satisfied Civil Servant Collective,” “National Civilized Unit,” “National Harmonious Community Demonstration Street,” and “National Labor Day Award.”
